			<content:encoded><![CDATA[<p>（槟城14日讯）首相拿督斯里纳吉兑现承诺，为中学校长及副校长送来教师节“礼物”，槟州49位中学校长及193位副校长于周一早到教育局领取升级公函，校长的薪金级别从DG48升至DG52；副校长则从DG44升至DG48。首相是于去年教师节推介有关新教师升级制，并于今年1月1日起生效，在新的薪金调整及福利下，全国中学校长和副校长皆获升级；而教师新升级制度分为四个组别，即普通教师、高级教师、卓越教师及学者教师。<br />
49位升级DG52中学校长中，45位来自国民中学（SMK）及国民型中学（SMJK），当中包括4所国民型中学校长即协和中学、菩提中学、圣心中学及北海钟灵，而另3位校长来自政府资助宗教学校（SABK），及1位是宗教学校（SMKA）。至于193位副校长中，180位来自国民中学及国民型中学，其余13位则是政府资助宗教学校及宗教学校副校长。<br />
达米兹鼓励校长不断创新<br />
槟州教育局总监达米兹表示，目前槟州还有2所中学校长因为刚上任而未接获升级公函，待教育部的第2分发阶段时再补上。他在致词时鼓励校长们力争上游，不断创新改革，提高学校声望，他认为，学校领导者应该跳脱狭窄视野，证明自己的卓越，也该多“下乡”了解学校内在所发生的事情。<br />
除了校长，他也吁请教师们献策改革及提升学校，而不是每天到校等待时间流逝，或进行一些校务以外的事项，“不要觉得压力，踏上变革时代，这是需要的，也为了孩子的未来，我们一起努力。”<br />

			<content:encoded><![CDATA[<p>（沙登12日讯）首相拿督斯里纳吉今天促公共与私人领域员工提高生产力，以加强国家竞争力。他指出，大马目前已经不能在低成本劳力方面与其他人竞争，所以无论是公共或私人领域都应加强生产力。他今日在劳工日集会上致词时说，由于无法在低成本方面竞争，因此政府鼓励私人界从事高增值工业。他以森那美集团为例。他说，园丘工人每月加薪200 令吉，减少工作天，但是生产力却提升了10%。他强调，此为双赢情况，即员工福利获照顾，生产力同时提高。他说，刚推行的最低薪金制，大马半岛900令吉和东马800令吉的基薪是起步，也是20年努力后落实的政策。</p>

			<content:encoded><![CDATA[<p>（莎阿南10日讯）首相拿督斯里纳吉今天充当雪兰莪州“国阵人民服务中心”（PAKAR）接线员，向雪州选民发出呼吁，只要国阵夺回雪州政权，许多民生问题都可以解决。他今天到雪州巫统大厦一并为四项活动主持推介礼，即《爱雪州、对国阵有信心》歌曲、国家艺人阵线、支持国阵德士挥旗礼，以及国阵人民服务中心。首相随后上到设在巫统大厦9楼的国阵人民服务中心，通过电台接听两名听众的电话，其中一人是来自巴生的艾蒙，他针对本身居住的共管公寓，12年来一直无法把管理权交给住户向首相投诉。纳吉说，由于这是市议会的事，而市议会归雪州政府管，但因为现在的雪州是民联执政&#8230;&#8230;“如果国阵夺下雪州，这问题马上可以解决。”首相答应将这事件向房屋及地方政府部反映，要求该部门探讨解决办法。另一名来自哥打甘文宁组屋的居协主席莫哈末纳京说，他们去年开始，要求卫生部在该组屋设立一个马来西亚诊所，但至今仍未有回复，因此他要求首相协助。纳吉回应说，一个马来西亚诊所虽然深受好评，但政府无法在全国各地设立，必须视地方的需求而定。在设立时，也有分阶段进行。他答应纳京，会向卫生部反映，要求卫生部给予考虑。全国或设国阵人民服务中心过后，纳吉受电台主持人询问关于这个国阵人民服务中心的评价时说，这是人民与政府的良好沟通桥梁，不排除会在全国各州设立的可能。该中心的热线是            1-300-22-2626      ，公众可通过这热线询问和投诉各种情关于福利、教育、基建、联合管理机构、水灾、火灾援助、安全、申请公民权等询问。这个位于雪州巫统的中心，从4月9日开始启用，截到本周三，共接获1963宗投诉，已解决的个案达1437宗（73%），未解决的个案中，以地方政府投诉居多，占19%。来源：光华日报</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">KUALA LUMPUR, May 10 (Bernama) &#8212; The announcement on the implementation of minimum wages last week by Prime Minister Datuk Seri Najib Tun Razak is a very important milestone in Malaysia&#8217;s wage structure which would benefit hundreds of thousands of workers.</p>
<p style="text-align: justify;">As he had pointed out, for the first time in Malaysian history, workers would soon be entitled to a minimum wage of RM800-RM900 a month, depending on their location, where it would largely affect over 33.8 per cent of workers who currently earn less than RM700 a month.</p>
<p style="text-align: justify;">&#8220;In principle, I am clear that this is the right thing to do,&#8221; Najib said in his official blog Monday, adding that the minimum range was decided after considering several factors proposed by the World Bank such as cost of living, poverty line index and unemployment rate.</p>
<p style="text-align: justify;">Many see it as a very good start as it will be reviewed every two years to account for any changes.</p>
<p style="text-align: justify;">Despite some ongoing debates on the amount set, many said they understood Najib&#8217;s explanation that the government had to carefully consider the correct balance between guaranteeing workers a decent wage and encouraging employers to continue to hire workers.</p>
<p style="text-align: justify;">The minimum wage that was set by the National Wages Consultative Council (NWCC), has all this while been demanded by many workers unions and activists, and it was only fair that they look at the positive side, now that they got their demand.</p>
<p style="text-align: justify;">Member of Parliament for Kota Belud Datuk Abdul Rahman Dahlan said the minimum wage was not a magic wand that would solve all economic problems faced by the lower income group.</p>
<p style="text-align: justify;">He said the government had other tools to help the lower income group, such as through billions of ringgit of subsidies, direct disbursement of cash and training courses to teach them new skills.</p>
<p style="text-align: justify;">It would be misleading for workers to think that, or be misled into thinking that the minimum wage was meant to make the poor become high-income earners overnight as that was never the intention.</p>
<p style="text-align: justify;">&#8220;The minimum wage is a floor benchmark in which salaries can&#8217;t go down below the amount decided by the government. Of course, employers can offer higher wages if they think employees deserve it, based on their qualification and skills,&#8221; he said in an article published by The Borneo Post.</p>
<p style="text-align: justify;">Employees and their employers could have opposing views; afterall, it was part of the democratic process, but those in the lower income group should be grateful now that the minimum wage regulation was in place that would guarantee their minimum income and to many, meant quite a drastic increase in their take-home pay.</p>
<p style="text-align: justify;">But, for most of the workers unions in Sabah and Sarawak, it was not so much on whether the minimum wages should be implemented, as the question they have in mind was, why it was capped at RM800 which some considered as &#8220;too low&#8221;.</p>
<p style="text-align: justify;">Their argument was that the cost of living in Sabah and Sarawak was 15 to 25 per cent higher than elsewhere.</p>
<p style="text-align: justify;">&#8220;While government employees have a regional allowance, private sector employees have none, and the wages for workers in the two states remain low.</p>
<p style="text-align: justify;">&#8220;As an example, supermarket girls earn less than RM500, and workers at fast-food restaurants in one of the more popular malls in Kuching are paid just RM2.30 an hour, all below the poverty line of RM962,&#8221; said Sarawak MTUC president Mohamad Ibrahim Hamid.</p>
<p style="text-align: justify;">He said it appeared that the rate set for Sarawak was lower, based on the argument that Sarawak employers have less ability to pay as compared to their counterparts in Peninsular Malaysia, while over the past two decades, wage increases in the state ran far behind the increase in productivity.</p>
<p style="text-align: justify;">&#8220;So, it would be wrong to argue that we cannot set minimum wages too high because firms have been paying so low up to now,&#8221; he was quoted as saying by a local Sarawak newspaper.</p>
<p style="text-align: justify;">However, the human resources ministry has explained that the differential in minimum wages between the peninsula and Sarawak, Sabah and Labuan, was based on detailed studies, including by the World Bank, with the rate being calculated based on economic factors and statistics.</p>
<p style="text-align: justify;">The ministry said five criteria were used to determine minimum wages, including the income poverty line, wages mediator, the consumer price index, labour productivity and the rate of change of unemployment, as adopted by the formula &#8211; RM956.70 for Peninsular while Sabah and Labuan (RM771.58) and Sarawak (RM781.21).</p>
<p style="text-align: justify;">If the rate for the minimum wage was set at RM900 for Sarawak, Sabah and Labuan, it was feared that employers, particularly small ones, would be faced with the problem of whether to continue to operate, or fold operations with employees losing their jobs eventually, it said.</p>
<p style="text-align: justify;">The ministry also explained that the median salary for the Peninsular was RM1,134 compared with RM738 (Sarawak) and RM577 (Sabah and Labuan), and it was not fair to accuse the government of having failed workers in those two states.</p>

“西马和平指数逐渐上升，东马更不在话下，显示我国是适合居住的地方。”他今日在十五碑锡兰佛寺出席卫塞节庆典活动致词时，如是表示。<br />
他说，大马人若不计种族与背景，而奠基在互相理解，即能避免冲突，并以多元宗教社会共荣。“各宗教皆各有庆典，皆是宣导良善、尊重等优良价值观，我国的多元文化让我受益良多。”<br />
他表示，根据2010年统计，佛教徒占总人口19.8%，全国佛教徒都庆祝佛教始祖释迦牟尼的诞生、成道及涅盘，除了有欢庆卫塞节的庆典游行，各佛教寺院也将举办充满意义的浴佛仪式。他指出，撇开种族、背景等因素，大家信奉不同宗教而本着相同的良善价值，只要秉持这些价值，持续建立相互理解的基础，就能避免冲突。“这样，不仅各人的所求得到满足，也促使大家以多元宗教身分，使国家继续繁荣。<br />

来自内阁的消息指出，内阁非常关注428净选盟大集会演变成骚乱的事件，首相纳吉在今日召开的内阁会议上也指示内政部彻查警方被指遭暴力相待，集会者与媒体控诉遭警方暴的事件。<br />
消息说，内阁也认为公正党和反对党领袖拿督斯里安华已骑劫428集会。<br />
询及独立调查委员会的成员时，消息人士说，内阁会议并没有直接宣布成员的人选，并交由相关部长宣布。<br />

他说，国内所有经济领域的雇员将享有上述最低薪金，至于家政服务如家佣、园丁等等则除外，所有私人界雇主都必须遵守这项规定。<br />
半岛私人界规定的900令吉最低薪金，时薪则相等于4令吉33仙，至于东马沙巴、砂拉越及联邦直辖区纳闽的800令吉最低薪金，时薪则相等于3令吉85仙。纳吉也是财政部长。他周一晚即劳动节前夕，在私人界最低薪金制宣布晚会致词时，为全国私人界雇员捎来这项好消息。<br />
他说，政府也已设定一项机制推行上述政策，以便这项政策不会加重雇主的负担之余，雇员也不会受到亏待，最低薪金制的计算方式已纳入部分的津贴。他还说，政府也意识到，半岛及东马制定不同的最低薪金制，肯定会招致有心人士的指控，指政府将东马子民边缘化。他说，政府迫于这么做，毕竟东马及西马的生活水平及薪资结构不同。来源：光华日报</p>

			<content:encoded><![CDATA[<p>（布城30日讯）首相拿督斯里纳吉说，反对党已意识到不获人民的支持，进而试图质疑宪法下的机构的独立及威信。他说，一旦这些有威信的机构受到质疑，反对党则已达到他们梦寐以求的政治目的，然而，他们的做法同样会受到人民质疑。<br />
他挑战反对党在民主的擂台与国阵决一高下，而非藏头露尾躲在街头暴徒制造混乱的背后。“拿出胆量来（与国阵政府）在民主的擂台展开对决……（你们反对党）做好准备，接受人民对你们的愿景、理念、政策、计划及政绩所作出的裁决吧！”<br />
他说，反对党对这些机构的公正及独立自主产生质疑，则足以显示他们害怕及担心届时得将本身的命运交由人民定夺。<br />
他强调，国阵政府过去至今为国家所取得的成就，是因为在国阵的治理下，国泰民安、政治稳定。他说，从我国独立以来，国会民主制度及君主立宪制是治国的主旨，并奉行三权分立制度，人民将透过选票反映出他们的需求。“我们希望这种情况能延续下去，不管是政党抑或联盟，都应受到人民的委托组织政府。”<br />

			<content:encoded><![CDATA[<p style="text-align: justify;">KOTA KINABALU, April 20 (Bernama) &#8212; Chief Minister Datuk Seri Musa Aman said the Barisan Nasional (BN) government under the leadership of Prime Minister Datuk Seri Najib Tun Razak is a government that cares for the people.</p>
<p style="text-align: justify;">This could be seen in the government&#8217;s determination to introduce numerous measures to bring prosperity to the people, starting with the &#8220;1Malaysia, People First, Performance Now&#8221;, he said.</p>
<p style="text-align: justify;">This has led to the introduction of other initiatives such as the Government Transformation Programme, Economic Transformation Programme, National Key Result Areas, National Key Economic Areas, Political Transformation Programme and the latest, the National Transformation Policy, he added.</p>
<p style="text-align: justify;">&#8220;I believe that these initiatives will further strengthen the government&#8217;s delivery system and spur our economy to grow further and become competitive at the global level,&#8221; he said at the Malaysian Trust Fund Week 2012 which was opened by the prime minister at Likas Sports Complex, here.</p>
<p style="text-align: justify;">He said the prime minister had also been striving to assist the people by introducing the 1Malaysia Clinic, 1Malaysia People&#8217;s Shop, 1Malaysia People&#8217;s Welfare Programme and 1Malaysia People&#8217;s Assistance.</p>
<p style="text-align: justify;">Musa called on the people of Sabah to continue supporting the government&#8217;s initiatives.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">KUALA LUMPUR, April 16 (Bernama) &#8212; Datuk Seri Najib Tun Razak announced that the government would review comprehensively the Sedition Act 1948, without leaving out any options.</p>
<p style="text-align: justify;">The prime minister said the tabling of the Security Offence 2012 Bill to replace the Internal Security Act 1960, did not mean the end of (political transformation) efforts that began seven months ago.</p>
<p style="text-align: justify;">&#8220;Definitely the government will continue with the noble transformation and renewal efforts,&#8221; he said when tabling the Bill in the Dewan Rakyat.</p>
<p style="text-align: justify;">On Sept 16, last year in conjunction with the Malaysia Day celebration, Najib announced three initiatives, namely the Political Transformation Programme involving the repeal of the Emergency Declaration, Internal Security Act 1960, Restricted Residence Act 1933 and Banishment Act 1959, formulation of the Peaceful Assembly Act, and amending the Publications and Printing Presses Act 1984.</p>
<p style="text-align: justify;">Najib said foremost, three principles must remain in any evolution of the new legal framework, that is, tackling actions and deeds that could create hatred, contempt or disaffection towards the Yang di-Pertuan Agong or any of the rulers.</p>
<p style="text-align: justify;">He said it was also to deal with seditious acts or words that could promote feelings of ill-will and hostility between the different races or classes of the Malaysian population.</p>
<p style="text-align: justify;">The third principle, he said, was dealing with deeds or words that questioned any matter, right, status, position, privilege, sovereignty or prerogative established or protected by the provisions of Part III of the Federal Constitution or Article 152, 153 or 181 of the Federal Constitution.</p>
<p style="text-align: justify;">Najib said the government would also be formulating a new law to replace the Publications and Printing Presses Act 1984, and would keep its promise of doing away with the need to renew the publishing licence annually.</p>
<p style="text-align: justify;">He said a Media Council would be established for the media industry to be self-regulatory.</p>
<p style="text-align: justify;">&#8220;We are not scared or afraid to compete in the arena of democracy, and we are not afraid to compare ideas and policies with anyone. We believe we have done the best for the people of Malaysia. And we will continue to do the best for them,&#8221; he said.</p>
<p style="text-align: justify;">Najib said it was clear that the tasks had not yet been completed and the government needed to strive harder to ensure generations of Malaysians would continue to live in a peaceful and prosperous nation that was free of fear, tension and uneasiness.</p>
<p style="text-align: justify;">&#8220;The important thing is, we are building a nation where the supremacy of the constitution and sovereignty of the law are the protection for each individual so that he or she is free to voice opinions, criticise, support, hold differing views, be involved in politics and be a member of any association.</p>
<p style="text-align: justify;">&#8220;In short, no one will be punished for exercising his or her rights as guaranteed under the Federal Constitution and the country&#8217;s laws,&#8221; he said.</p>
